How did the members of the property investigation committee be ‘accused of corruption’, ‘Oli’s people’ entered? (Video Briefing)

Artha Sarokar

Kathmandu. Currently, the government is of the RSP. The Prime Minister is Balendra Shah, who does not like corruption, loot, , nepotism, favoritism. The Finance Minister is expected by many. Swarnim Wagle. Finance Minister Wagle, who has an amazing experience at national and international level, has high expectations from businessmen, private sector and people. As soon as the Finance Minister was appointed , the people have openly welcomed the action taken by the Finance Minister. Wagle, who became the finance minister according to his expertise, will play a significant role in economic governance. However, there is a verse in Sanskrit, is protected Dictionary laughs Indeed, such . Of course, it is a joke that it is a thief who saves the treasure. Something similar has happened this time.

The government has formed a commission of inquiry to investigate the properties of the chief political officials and high-ranking officials holding public office since the year 2062/63. The commission is headed by former Supreme Court Justice Rajendra Kumar Bhandari and includes former justices Chandi Raj Dhakal and Purushottam Parajuli, former IGP Ganesh KC and chartered accountant Prakash Lamsal. But, it is funny that Prakash Lamsal, who is a member of this commission, is himself involved in corruption charges.

He was accused of corruption when he was the chairman of the Institute of Chartered Accountants of Nepal (ICAN).Lamsal was also accused of embezzling money from his wife when he was thechairman of I CAN.What is the status of the case now? It has not been made public anywhere.

Even it was revealed that Lamsal had conducted the audit against the rules. According to Section 7of the Audit Act, 1991, the Auditor General is required to consult the Auditor General while appointing an auditor {{} as per the provisions of Section 7 of the Audit Act, 1991. It was revealed that audit was done without completing it. The committee had recommended action against ICANN for violating the legal provisions while auditing the audit of CDS & Clearing Limited, which is the wholly-owned subsidiary of Nepal Stock Exchange, and Butwal Thread Factory Limited, which owns the government mostly

On the other hand, Lamsal was found to have audited the government-owned bank, Rastriya Banijya Bank, in violation of the regulatory code of ethics. The bank’s CEO Devendra Raman Khanal and the bank’s auditor Prakash Lamsal have been involved in the auditing of the bank for the financial years 2079/80, 2080/81 and 2081/82. In the first two years, Anup Kumar Shrestha and Prakash Jung Thapa worked jointly while Lamsal and Shrestha along with Ramesh Dhital were the auditors. Among them, Prakash Lamsal is the wife of CEO Devendra Raman Khanal and the wife of auditor Prakash Lamsal is his own sister. A relative of the employees holding a high-level executive position cannot be appointed as an auditor, a director of the company, a consultant appointed with regular remuneration or cash benefits, a person or employee in the management group of the company or a worker or a partner or an employee of any of such partners or a close relative of a director or partner or a close relative of a director or partner or a close relative of a director or partner or a personal employee of the company cannot be appointed as an auditor ।

However, after auditing the bank where his own brother-in-law is the CEO, the Auditor General’s Office was preparing to recommend action against him.But now he has been given the responsibility of investigating the assets of former officials of the Auditor General. Isn’t this a cat that witnesses milk? After it was confirmed that he had violated the ‘code of ethics’, the Auditor General had also taken an internal decision not to give further audit files by keeping him in the undisclosed blacklist. However, despite this, Lamsal, who knows how to play the game of power, has joined the Property Investigation Commission formed by the powerful government.

The government has now said that it will investigate the assets of high-ranking officials. Lamsal is a corruption-accused former chairman of ICAN. Now tell me, can he investigate his own property? On the other hand, the CEO of Rastriya Banijya Bank is also a high-ranking government person. And can a brother-in-law properly investigate the property of his own brother-in-law? Isn’t there a ‘conflict of interest’ here? Yesterday, he remained silent about the many scams of the Rastriya Banijya Bank despite being an auditor for fear of his brother-in-law going to jail. They deceived the shareholders. And can such people be able to investigate property? He has already eaten the salt of NC-UML. Various appointments have been made at the initiative of NC-UML. And can they take action against those who feed them salt? No, they can’t.

Lamsal is a person who has received various benefits from the previous government time and again.Claiming to be a close aide of KP Ali, he had also been appointed to RSS and others by showing this power. On the other hand, the Auditors Association of Nepal (Adan), which is close to the UML, has become the president of ICAN on the condition that is the president of ICAN and has worked accordingly. Now, should we believe that Lamsal, who has this controversial image, will conduct an impartial investigation into the properties of his ‘headmasters’ to maintain good governance? We can’t imagine a sign of eradicating corruption from the greed of a few thousand people trying to do a morally undoable audit.

If his antics are investigated, the list of assets in the name of the leader will be longer than the property details of the brokers. The current Finance Minister Dr. Swarnim Wagle is the expert finance minister. Perhaps Wagle has more knowledge and experience than any finance minister ever made. Many expect that Wagle, who has played a role in policy making at the international level, will bring the economy and economic governance on track. However, the finance minister should understand that if a person with such a controversial image is taken along, he will fight.

And really, how could Lamsal have been able to take on this responsibility without shame? We called him to ask him about it, but he didn’t pick up our calls.

The discussion has been heard to such an extent that Lamsal has been given the opportunity in the name of responsibility as a relative. But what is the difference if the powerful commission of the state is made inactive by nurturing one’s own uncles, nephews, uncles, aunts, uncles, aunts? In the old state and now the } of the RSP in Ram Rajya? Finance Minister Dr. Swarnim Wagle, we believe that you did not deliberately recommend Prakash Lamsal. However, we suspect that Lamsal will not investigate the property. Because the facts say that Lamsal is a person who has tarnished the reputation of the CA region by trampling on the ‘code of ethics’ for a few thousand audit fees. It is good to have a CA presence in the research. However, giving the responsibility of the investigation committee to such a controversial character is a betrayal of the martyr’s mother.

Ravi Lamichhane has also said, “The first right to get justice belongs to the martyr’s mother.”However, it is unimaginable that Prakash Lamsal, who has remained silent on the files of many scams in the Rastriya Banijya Bank due to his brother-in-law being the CEO, will be investigated without any hesitation. If Finance Minister Swarnim Wagle does not pay attention to this, it will be an injustice to the tears of the martyr’s mother. Those Gen-G youths who fought against corruption will be cursed with blood. So, Mr. Finance Minister, be careful, be careful, and be careful of the surroundings. Search for Prakash Lamsal’s antics, ask some other CAs, find the facts and give only responsibility. We don’t have a problem with Prakash Lamsal, nor should we be. However, if such a powerful government encourages Prakash Lamsal tendency, our generation will lose, our faith in the RSP will be exhausted. Because we have seen from the Gen-G rebellion that sin still cries out from the axis years later.

We suspect that he may be in a position to commit another corruption by reconciling some of the audits and protecting those who have been illegally appointed by the government. We doubt how Lamsal, who was protecting the UML-Congress by getting the appointment of UML-Congress yesterday, entered the property investigation committee formed by the powerful government? Why did you get in? Are the old parties trying to conspire by inserting him into the committee? If you have time, will the Finance Minister pay attention to a little more? Lamsal has become accustomed to worshipping power and doing it haphazardly. But the good governance we are seeking from you experts is of a different level. No, if you say that ‘no matter how controversial it is, you need my own Khalak’, it is up to the minister, but if the purpose of investigating the property of the corrupt is really to be in the committee, then being in the committee can be like saying a cat that witnesses milk. It’s up to you… (Video)
