1,594 political appointees to be relieved of their posts outright?

Kathmandu. KATHMANDU: President Ram Chandra Poudel, on the recommendation of the Council of Ministers, issued the ‘Special Provision Ordinance on Relieving Public Officials, 2083’ on Friday. A total of 1,594 office-bearers appointed by the government led by Prime Minister Balendra Shah will be relieved of their posts outright after the government announced the move aimed at strengthening the administration and giving a new impetus to the state bodies.

KATHMANDU: The Nepal Airlines Corporation (NAC) Act-2019 has decided to relieve seven officials including the chairman, vice-chairperson, director and general manager of the corporation. The posts of two directors of the Rastriya Samachar Samiti (RSS) Act-2019 and the post of Chairman and Director of the Gorkhapatra Corporation Act, 2019 will remain vacant.

Three chairpersons and members of the Film Screening Committee will be relieved of their posts under the Film (Production, Exhibition and Distribution) Act, 2026 while the Chairman and Director appointed as per the Media Corporation Act, 2028 will be relieved of their posts. Ten chairpersons and members nominated in accordance with the Press Council Act-2048 BS will be relieved of their posts while six chairpersons and members appointed under the Working Journalists Act, 2051 BS will be relieved of their posts. Five members including the chairman and members of the Authority appointed pursuant to the Telecommunications Act, 2053 and four members of the Civil Aviation Authority of Nepal (CAAN) Act, 2053 will be relieved of their posts.

According to the Electronic Transaction Act, 2063, six office-bearers of the Information Technology Tribunal and the Appellate Tribunal and three posts of Chief Information Commissioner and Information Commissioner under the Right to Information Act, 2064 will remain vacant.

Six office-bearers including the chairman and members appointed as per the Advertisement (Regulation) Act-2076, three appointed under the Security Printing Act, 2081 and the chairman and members of the Public Service Broadcasting Act, 2081 will be relieved of their posts.

Education and University Sector

KATHMANDU: As many as 23 chairpersons and members of various committees and Teachers Service Commission under the Education Act, 2028 are to be relieved of their posts. The posts of 28 office-bearers including the vice-chancellor and office-bearers of the Service Commission appointed as per the Nepal Sanskrit University Act-2043 BS and 17 positions under the Technical Education and Vocational Training Council Act-2045 will remain vacant. KATHMANDU: As many as 34 office-bearers appointed under the National Youth Council Act-2072 are to be relieved of their posts.

As many as 25 office-bearers including vice-chancellor and registrar appointed under the Kathmandu University Act, 2048 BS and 84 officials including the vice-chancellor and office-bearers of the Service Commission appointed under the Tribhuvan University Act-2049 BS will be relieved of their posts. Eight office-bearers including the chairman and members appointed under the University Grants Commission Act-2050 and 69 office-bearers including the vice-chancellor and registrar appointed under the Purbanchal University Act-2050 will be relieved of their posts.

Likewise, 50 people including the vice-chancellor and head of academics appointed as per the Pokhara University Act, 2053 and 44 people including the vice-chancellor and registrar appointed as per the Lumbini Buddhist University Act, 2063 will be relieved from their posts.

The posts of 27 office-bearers appointed under the Far Western University Act-2067 and 26 posts appointed under the Mid-Western University Act-2067 will remain vacant. Similarly, 22 office-bearers appointed under the Agriculture and Forestry University Act-2067, 24 appointed under the Nepal Open University Act-2073, 39 appointed under the Rajarshi Janak University Act-2074 and 24 appointed under the Madan Bhandari University Act-2079 will be relieved from their posts.

Health, Medicine, and Science Sector

Six office-bearers including the registrar and members appointed as per the Ayurveda Medical Council Act, 2045 and nine office-bearers of the Nepal Health Research Council Act-2047 will be relieved of their posts. KATHMANDU: Five people appointed under the Livestock Health and Livestock Service Entrepreneurs Council Act-2079 BS will be relieved of their posts.

Similarly, the posts of 15 members including the vice-chancellor appointed under the BP Koirala Institute of Health Sciences Act, 2049 BS and five members as per the Mother’s Milk Substitution Goods (Sale and Distribution Control) Act, 2049 will remain vacant.

KATHMANDU: Eight office-bearers appointed under the Nepal Nursing Council Act-2052 and five office-bearers appointed under the Nepal Health Professional Council Act-2053 will be relieved of their posts. Ten people appointed under the BP Koirala Memorial Cancer Hospital Act-2053 and eight appointed under the Shahid Gangalal National Heart Centre Act-2057 will be relieved of their posts. Seven office-bearers appointed under the Nepal Pharmacy Council Act-2057 BS and 22 office-bearers appointed under the National Academy of Medical Sciences Act-2063 will be relieved of their posts.

Similarly, 33 posts of Patan Academy of Health Sciences (KAHS) Act-2064 and 34 office-bearers appointed under the Karnali Academy of Health Sciences Act-2068 will remain vacant. A total of 31 office-bearers appointed under the Pokhara Academy of Health Sciences Act-2072 and 31 officials appointed under the Rapti Academy of Health Sciences Act-2074 will be relieved of their posts.

The seven members appointed under the Health Insurance Act, 2074 and six members appointed under the Public Health Act-2075 will lose their positions. KATHMANDU: Eight officials appointed under the Nepal Medical Council Act, 2075 and 16 appointed under the National Medical Education Act-2075 will be relieved of their positions. The posts of 42 office-bearers appointed under the Bidushi Yogmaya Himalaya Ayurveda University Act-2079 and 29 posts appointed under the Martyr Dasharath Chand University of Health Sciences Act-2082 will remain vacant.

Energy, Infrastructure, Financial and Regulatory Bodies

Six office-bearers including the executive director and members appointed under the Nepal Electricity Authority Act, 2041 and four office-bearers appointed under the Kathmandu Valley Development Authority Act, 2045 will be relieved of their posts. Six office-bearers appointed under the Nepal Water Supply Corporation Act-2046 and six office-bearers appointed under the Town Development Fund Act-2053 will be relieved of their posts.

Similarly, four officials appointed under the Road Board Act, 2058 BS, five appointed under the Electricity Regulatory Commission Act, 2074 and Railway Administrator and members appointed under the Nepal Railway Act, 2079 will be relieved from their posts. Similarly, eight posts appointed under the Employees Provident Fund Act, 2019 and three under the Citizen Investment Trust Act, 2047 will remain vacant. Similarly, 15 office-bearers of the Nepal Chartered Accountant Act-2053 and five office-bearers appointed under the Industrial Business Development Foundation Act-2053 will be relieved of their posts.

Similarly, three members appointed under the International Financial Transactions Act, 2054 and one member appointed under the Securities Act, 2063 will be vacated. Six office-bearers appointed under the Competition Promotion and Market Protection Act-2063 and three office-bearers of the review committee under the Public Procurement Act-2063 will be relieved of their posts.

Three posts including the Chief Executive Officer and members appointed under the Deposit and Credit Securities Fund Act-2073 and one post appointed under the Special Financial Zone Act-2073 will remain vacant. Eight officials appointed under the Cooperative Act-2074 and four appointed under the Public-Private Partnership and Investment Act-2075 will be relieved of their positions. Two office-bearers appointed under the Industrial Enterprise Act-2076, two appointed under the Insurance Act-2079 and six office-bearers appointed under the Accreditation Act-2079 will be vacated.

Agriculture, Environment, Academy, and Social Sector

Eight members of the Seed Act-2045 and nine office-bearers appointed under the Nepal Agricultural Research Council Act-2048 will be relieved of their posts. The seven posts appointed under the National Dairy Development Board Act-2048 and the seven posts appointed under the National Tea and Coffee Development Board Act-2049 will remain vacant.

Likewise, three office-bearers appointed under the Nepal Veterinary Council Act-2055 and five office-bearers appointed under the Plant Quarantine and Protection Act-2064 will be relieved of their posts. The posts of six appointed under the Pesticide Management Act-2076 and the five appointed under the Environment Conservation Act-2076 will be lost. KATHMANDU: The seven officials appointed in accordance with the Food Hygiene and Quality Act, 2081 BS are to be relieved of their posts.

Nine posts appointed under the Nepali Language Publication Corporation Act, 2021 and 10 posts appointed under the Guthi Sansthan Act-2033 will remain vacant. As many as 11 office-bearers appointed under the Lumbini Development Trust Act-2042 and nine appointed under the Pashupati Area Development Trust Act-2044 will be relieved of their posts.

Similarly, 49 people appointed under the Nepal Academy of Science and Technology Act-2048 and 33 people appointed under the Nepal Scouts Act-2050 will be vacated. Sixteen officials appointed under the Greater Janakpur Area Development Council Act, 2055 and 25 officials appointed under the National Foundation for the Upliftment of Indigenous Nationalities Act, 2058 will be relieved of their posts.

As many as 60 nominated members of the Indigenous Nationalities Council and 33 members appointed under the Nepal Academy of Fine Arts Act, 2064 will remain vacant. The government has decided to relieve 33 officials appointed under the Nepal Academy of Music and Drama Act-2064 and 43 appointed under the Nepal Academy of Music Act-2064.

Administrative and Social Sector

Four people appointed under the Nepal Administrative Training Academy Act-2039 BS and one person appointed under the Local Development Training Academy Act-2049 BS will lose their posts. Ten officials appointed under the Social Welfare Act, 2049 and 14 appointed under the Nepal Engineering Council Act, 2055 will be relieved of their posts.

Similarly, 10 posts appointed under the Foreign Employment Act, 2064 and three posts appointed under the Nepal Trust Act-2064 will remain vacant. KATHMANDU: Five office-bearers of the Commission of Investigation on Enforced Disappeared Persons and Truth and Reconciliation Commission (TRC) Act-2071 BS are to be relieved of their posts.

The posts of 10 employees appointed under the Labor Act-2074 and seven appointed under the Social Security Act-2074 are to be vacated. Four officials appointed under the Disaster Risk Reduction and Management Act, 2074 and 17 officials appointed under the Rights of Persons with Disabilities Act, 2074 will be relieved of their posts.

Similarly, four persons appointed under the Land Use Act, 2076, three appointed under the Radioactive Substances (Use and Regulation) Act, 2077 and the National Sports Committee have been appointed under the Land Use Act, 2077.
