Kathmandu. The election to the House of Representatives was held on March 4. The Rastriya Swatantra Party (RSP) won 182 out of 275 seats. On March 13, senior leader Balendra Sah (Balen) of Rastriya Samajwadi Party became the Prime Minister. It has been five months since he became prime minister.

The people are also disappointed with the criticism of the single government with nearly two-thirds majority for not being able to function. Minister for Industry, Gauri Kumari Yadav, presented the mining bill in the House of Representatives on August 9.

However, the bill could not be passed due to lack of quorum. Only 61 of the 275 lawmakers were present in the House. A total of 169 lawmakers are needed to pass the bill. It’s been 6 months since the election. During this period, not a single dozen bills have been passed by the House.

The state has spent Rs 20 billion on holding the elections. Millions of rupees are spent on salaries and perks of lawmakers and parliamentarians every day. It is the job of a lawmaker to make laws. Unfortunately, the current lawmakers don’t seem to be responsible for that. Since Speaker Dol Prasad Aryal is also close to the ruling party, he can neither give strict instructions to the lawmakers nor ruling the government.

On the other hand, Prime Minister Balen also does not seem sensitive or responsible towards the country and people. Decisions that are in the interest of the country and people are not taken by the cabinet. Nowadays, even the cabinet meeting is held every one or two weeks. The Prime Minister should have set up a cabinet every day and take decisions for the country and the people and direct them to implement them.

The people gave almost two-thirds majority to the RSP saying that the NC, UML, Maoist Center and Madhesi parties did nothing for 35 years. Ironically, the RSP government seems to be the same. In the past, committees, task forces or committees were formed to investigate or investigate any incident. However, the report was hidden.

The report on the Mallick Commission, Rayamajhi Commission, Bhairab Lamsal property investigation report, Lal Commission, 38 kg gold smuggling case, 61 kg gold smuggling case, government and public land reports, reports on reducing the posts of secretaries, report of High Level Salary and Facilities Commission, report on irregularities in Social Welfare Council, report on strengthening of the Prime Minister’s Office and recommendations related to corporation reform were hidden during the tenure of the erstwhile governments.

After the formation of the Balen government, the people believed that these reports would be made public and implemented. However, even five months after the formation of the government, no one has paid attention to it. In 2021 B. S., the then King Mahendra brought the Land Act. As per the Act, 10 bigha of land in Terai, 25 ropanis in Kathmandu Valley and 70 ropanis of land in the hilly region cannot be kept in the name of any individual or institution.

Dev Rajya Laxmi Rana owned more than 200 ropanis of land in Madhyapur Thimi Municipality Ward No. 7 of Bhaktapur. Since it is not allowed to keep more than 25 ropanis of land in the Kathmandu Valley, this land belongs to the state. However, private houses and buildings have now been built on this land. The state’s land is dominated by the people.

This is just one example. Lands belonging to government, guthis, public land, temples, royal families, rivers and other lands across the country have been transferred to individuals. Houses and other structures have also been erected by destroying the historical heritage. Ironically, did the Balen government not pay attention to it or did it ignore it? The question has been raised.

Because when he was the mayor of Kathmandu Metropolitan City, he came into the limelight for protecting public land and property. At the same time, many parts of the country have been occupied by India and China. The Nepali territory up to Darjeeling, Sikkim, Takanpur, Hajipur, Baghgham, Teesta Kagra, Gorakhpur, Patna and Muger rivers has been taken away. Now Kalapani, Limpiyadhur and Lipulekh are also being captured.

KATHMANDU: The Social Welfare Council (SWC) owns 217 ropanis of land in Kathmandu. The land has been occupied at the price of a penny. Lhotse Cooperative has been running a bus park in Gongabu by renting 161 ropanis of land at a throwaway price. Lhotse earns billions a month and pays the metropolis only crores annually.

Likewise, 129 anna of historic Bajradhatu Chaitya and public Gauchar land in Thamel have also been encroached upon by individuals. Private houses and other structures have been built by destroying wells, canals, stone spouts, Rajkulo, Tukucha, lakes, ponds, Aal, Patipauwa, Chautara among others across the country.

During the previous governments, government land and property were grabbed with the connivance of bureaucrats, political party leaders and land mafia. Unfortunately, the Balen government does not look for such land and heritage. This government has a tendency to call itself new but work old. There is also a suspicion that this government does not want to work.

If not, why has not the same work been done in the interest of the country and people even after this month of the formation of the government? There has been a syndicate in the transport sector for a long time. New registrations of taxis, four-stock tempos, transport vehicles with green and black plates have been closed for the past four decades. People were hoping that the Balen government would break the syndicate in the transport sector and open a new registration of taxis.

But even that has turned into disappointment. This has further boosted the morale of the syndicates. At present, a 20-year-old taxi and gas tempo are being bought and sold for Rs 17 lakh. The gas tempo was completely exempt from customs duty in the year 051-052. The tempo that cost seven lakhs was available for three lakhs.

By driving or renting the tempo, he has earned millions in 20 years. Now the number plate of the same tempo is being bought and sold for Rs 17 lakh. It’s the same with taxis. In 2048 B. S., the government allowed taxis to be brought at full customs duty. I bought a taxi for Rs 200,000 and I have earned millions in 20 years. Now it is being bought and sold for Rs 17 lakh on its number plate.

However, the government has not paid attention to this. The people had high hopes that the Balen government would work. That’s why they won so many seats in the election. Ironically, there is widespread despair among the people now. The activities of the government and parliamentarians have increased the anger among the people. This government is also busy in the transfer, promotion, appointment and approval of foreign loans.

The previous government had taken foreign loans of Rs 32 trillion. This government has taken a loan of four billion rupees in four months. The government is in debt in the country. Contractors are yet to pay Rs 56 billion, health insurance Rs 43 billion, corona insurance Rs 24 billion and milk and sugarcane farmers Rs 7 billion.

The government suffered a loss of Rs 84.77 billion during the Genji agitation on September 23 and 24, 2008. The private sector has suffered a loss of Rs 27 trillion. It will cost double the amount to build these structures. It was hoped that the Balen government would rebuild the damaged structures by arresting the corrupt and tax evaders. That didn’t happen. This shows that this government is also failing.
