Govt unveils draft of ‘national commitment’ including manifestos of 6 parties

Kathmandu. The government of Nepal has prepared a draft of the ‘National Commitment’ and made it public. The draft of the 18-point ‘National Commitment’ letter prepared by the government after studying the manifestos of six nationally recognized political parties and the promises made public during the election period.

It has been posted on the website of the Office of the Prime Minister and Council of Ministers for comments and suggestions. Opinions and suggestions have been sought from the concerned political parties on the draft by April 23.

The notice posted on the website reads, “Opinions and suggestions have been sought from the concerned political parties on the draft of the ‘national commitment’ prepared on the basis of the manifestos/pledge/commitment letter of the six political parties that got national recognition in the elections held on March 4, 2082.” ‘

The government had unveiled a 100-point agenda related to governance reforms in the first meeting of the Council of Ministers on March 27. The government has made this national commitment public as per the provision in point number 3 of the agenda.

Point number 3 of the agenda reads, “To prepare national commitments by synthesizing the implementable issues included in the manifestos, manifestos and commitments of all the political parties participating in the elections in order to institutionally implement the people’s mandate expressed through elections and establish the common ownership of the government of Nepal.” Immediately establish necessary structures under the Office of the Prime Minister and Council of Ministers to immediately implement the commitments by linking them with the annual policy and programme, budget and reform agenda. ‘

The draft of the national commitment made public by the government has included the manifestos or pledges announced by the national recognized parties Rastriya Swatantra Party (RSP), Nepali Congress, CPN (UML), Nepali Communist Party, Labour Culture Party and Rastriya Prajatantra Party during the elections held on March 4.

It states that a government structure has been prepared under the Office of the Prime Minister and Council of Ministers for the effective implementation of this national commitment made public by the government.

The main priority areas of the national commitment include stability and improvement in the economic sector, respect for agriculture profession and self-reliance, tourism and civil aviation, energy development and utilization, mines and minerals, infrastructure development, employment as a basis for prosperity, education and health, forest, environment and climate change.

Similarly, the commitments include good governance and corruption control, administrative reforms and service delivery, e-governance and technology, social justice and inclusion, international diplomacy and foreign relations, utilization of knowledge, skills and capital of Nepali Diaspora, sports, disaster management, cooperatives and microfinance, among others.
